Ministry of Industry and Information Technology and the General Administration of Market Supervision issued the "Motor Energy Efficiency Improvement Plan (2021-2023)

The Ministry of Industry and Information Technology (MIIT) and the General Administration of Market Regulation (GAMR) have recently jointly issued the "Motor Energy Efficiency Improvement Plan (2021-2023)". The Plan proposes that by 2023, the annual output of energy-efficient motors will reach 170 million kilowatts, with the proportion of in-service energy-efficient motors reaching more than 20%, achieving annual electricity savings of 49 billion kilowatt-hours, equivalent to annual savings of 15 million tons of standard coal and carbon dioxide emission reduction of 28 million tons. 為貫徹(che)落實《中華人(ren)民共和國節(jie)(jie)約能(neng)源(yuan)(yuan)法》,深入實施《工業節(jie)(jie)能(neng)管(guan)理(li)辦法》(工業和信息化部令第(di) 33 號(hao)),嚴格執行《電動(dong)機能(neng)效(xiao)限定值及能(neng)效(xiao)等級》等國家(jia)標準,進一(yi)步強化重點用能(neng)設備節(jie)(jie)能(neng)管(guan)理(li),加快高(gao)效(xiao)節(jie)(jie)能(neng)電機推(tui)廣應(ying)用,持續提高(gao)能(neng)源(yuan)(yuan)資源(yuan)(yuan)利用效(xiao)率,推(tui)動(dong)工業綠(lv)色(se)高(gao)質(zhi)量(liang)發展,助力實現碳達峰碳中和目標,制定本計劃。

一、總體要求

(一)指導思想

以習近平新(xin)時代中(zhong)(zhong)國特色社會(hui)主義思想(xiang)為(wei)指(zhi)導,全(quan)面(mian)貫(guan)徹黨的十(shi)九(jiu)大和十(shi)九(jiu)屆二中(zhong)(zhong)、三中(zhong)(zhong)、四(si)中(zhong)(zhong)、五中(zhong)(zhong)全(quan)會(hui)精神,立足新(xin)發展(zhan)(zhan)階段,完整、準確、全(quan)面(mian)貫(guan)徹新(xin)發展(zhan)(zhan)理念,構建新(xin)發展(zhan)(zhan)格(ge)局,堅(jian)持節能優先,以電(dian)機系(xi)統生(sheng)產制造、技術創(chuang)新(xin)、推(tui)廣應用(yong)和產業服務為(wei)重點方向,積(ji)極(ji)實施節能改造升(sheng)級和能量系(xi)統優化,不斷(duan)提(ti)升(sheng)電(dian)機系(xi)統能效,支撐(cheng)重點行業和領域(yu)節能提(ti)效,助力實現碳達峰(feng)碳中(zhong)(zhong)和目標。

(二)主要目標

到 2023 年(nian)(nian),高效(xiao)節(jie)能(neng)電機(ji)年(nian)(nian)產(chan)量達到 1.7 億千瓦,在役高效(xiao)節(jie)能(neng)電機(ji)占比(bi)達到 20%以上,實現年(nian)(nian)節(jie)電量 490 億千瓦時,相當于年(nian)(nian)節(jie)約標準(zhun)煤 1500 萬噸,減排二氧化(hua)碳(tan) 2800 萬噸。推廣應用(yong)一(yi)批關鍵核心(xin)材(cai)料(liao)、部件(jian)和工藝技術裝備,形成一(yi)批骨干優勢制(zhi)造(zao)企業(ye),促進(jin)電機(ji)產(chan)業(ye)高質(zhi)量發展。

二、重點任務

(一)擴大(da)高效(xiao)節能電機(ji)綠色供給(gei)

1. 加(jia)快提(ti)升綠色設計(ji)能(neng)力。積極(ji)推進電(dian)機系(xi)統全生(sheng)命周期綠色設計(ji),鼓勵通過電(dian)機性(xing)能(neng)優化(hua)、鐵芯高效(xiao)(xiao)化(hua)、機殼輕量化(hua)等系(xi)統化(hua)創新設計(ji),綜合提(ti)升電(dian)機產(chan)品能(neng)源(yuan)資源(yuan)利用(yong)效(xiao)(xiao)率。優化(hua)風機、水泵(beng)葉(xie)輪(lun)尺寸(cun)和線型,大力發展與(yu)高效(xiao)(xiao)節能(neng)電(dian)機合理匹配的(de)新一(yi)代(dai)風機、水泵(beng)產(chan)品。

2. 大力(li)推(tui)動基礎材料及(ji)零部件(jian)綠色升(sheng)級(ji)。加快高(gao)效(xiao)節能(neng)(neng)電機(ji)關(guan)鍵配套材料創新升(sheng)級(ji),提升(sheng)高(gao)性能(neng)(neng)電磁(ci)(ci)線、高(gao)磁(ci)(ci)感低損(sun)耗冷軋硅(gui)鋼(gang)片、輕稀土永(yong)磁(ci)(ci)、水(shui)(shui)性絕緣漆(qi)及(ji)防銹漆(qi)、低揮發無溶劑浸漬 漆(qi)等材料綠色化水(shui)(shui)平。優化升(sheng)級(ji)高(gao)效(xiao)節能(neng)(neng)電機(ji)生產(chan)工藝裝(zhuang)置和(he)模具(ju),加快應(ying)用消失模鑄造、近凈成形等技(ji)術,提升(sheng)機(ji)座、端蓋鑄件(jian)等綠色生產(chan)能(neng)(neng)力(li)。

3. 持續(xu)提(ti)高(gao)電機產品綠色制造(zao)水(shui)平。加快(kuai)推廣定子正弦繞組、轉(zhuan)(zhuan)子沖片(pian)沖槽(cao)切(qie)氣隙、轉(zhuan)(zhuan)子低壓(ya)鑄鋁、轉(zhuan)(zhuan)子閉(bi)口槽(cao)等(deng)工(gong)藝,提(ti)升高(gao)效(xiao)節能電機生產保障能力。加快(kuai)應(ying)用(yong)定轉(zhuan)(zhuan)子沖片(pian)級進模(mo)高(gao)速沖、自(zi)(zi)(zi)動(dong)(dong)(dong)搖擺沖、自(zi)(zi)(zi)動(dong)(dong)(dong)壓(ya)裝、自(zi)(zi)(zi)動(dong)(dong)(dong)噴漆、自(zi)(zi)(zi)動(dong)(dong)(dong)繞線嵌線等(deng)設備,提(ti)升電機生產自(zi)(zi)(zi)動(dong)(dong)(dong)化水(shui)平。鼓勵(li)使用(yong)能源管理(li)、電能回(hui)饋式電機試驗等(deng)能源計量(liang)監控和(he)優化利用(yong)系統。

(二)拓展高效節能(neng)電(dian)機產業鏈

4. 加(jia)快推(tui)進(jin)(jin)電機(ji)系(xi)統技(ji)術(shu)(shu)(shu)(shu)創新。推(tui)動(dong)風(feng)機(ji)、泵、壓縮機(ji)等電機(ji)系(xi)統節(jie)(jie)能(neng)技(ji)術(shu)(shu)(shu)(shu)研發,加(jia)快應用離心(xin)式(shi)風(feng)機(ji)、水泵等二次(ci)方轉(zhuan)矩特性類(lei)負載與高(gao)(gao)效(xiao)節(jie)(jie)能(neng)電機(ji)匹(pi)配技(ji)術(shu)(shu)(shu)(shu)、低速大轉(zhuan)矩直驅(qu)技(ji)術(shu)(shu)(shu)(shu)、高(gao)(gao)速直驅(qu)技(ji)術(shu)(shu)(shu)(shu)、伺服驅(qu)動(dong)技(ji)術(shu)(shu)(shu)(shu)等,提高(gao)(gao)電機(ji)系(xi)統效(xiao)率(lv)和質(zhi)量(liang)。進(jin)(jin)一步(bu)優化電機(ji)控制算(suan)法與控制性能(neng),加(jia)快突破永(yong)磁電機(ji)效(xiao)率(lv)最(zui)優 控制和無位置傳感器磁阻(zu)電機(ji)參數(shu)精確辯識等技(ji)術(shu)(shu)(shu)(shu)。

5. 積極(ji)實施電(dian)機(ji)(ji)高(gao)效(xiao)再(zai)制(zhi)(zhi)造。推動(dong)完善廢舊(jiu)電(dian)機(ji)(ji)回收利用(yong)體系,鼓勵廢舊(jiu)電(dian)機(ji)(ji)回收利用(yong)、電(dian)機(ji)(ji)高(gao)效(xiao)再(zai)制(zhi)(zhi)造與(yu)電(dian)機(ji)(ji)使用(yong)企業(ye)加強合(he)作,創新(xin)電(dian)機(ji)(ji)高(gao)效(xiao)再(zai)制(zhi)(zhi)造運(yun)營模式。加強再(zai)制(zhi)(zhi)造電(dian)機(ji)(ji)與(yu)負載匹配技術(shu)研究,推進再(zai)制(zhi)(zhi)造電(dian)機(ji)(ji)質量(liang)控(kong)制(zhi)(zhi)、工藝(yi)裝備和檢(jian)測(ce)能力建(jian)設。組織(zhi)開(kai)展(zhan)電(dian)機(ji)(ji)高(gao)效(xiao)再(zai)制(zhi)(zhi)造產品(pin)認定(ding),進一(yi)步規范再(zai)制(zhi)(zhi)造電(dian)機(ji)(ji)生產,引導再(zai)制(zhi)(zhi)造電(dian)機(ji)(ji)產品(pin)應(ying)用(yong)。

(三)加快(kuai)高效節能電機推廣(guang)應用

6. 開展存量電(dian)(dian)機(ji)(ji)節能(neng)改造。鼓勵鋼鐵、有色、石化(hua)、化(hua)工、 建材、紡織(zhi)等(deng)(deng)重點工業(ye)(ye)行業(ye)(ye)開展用(yong)(yong)能(neng)設(she)備節能(neng)診(zhen)斷(duan),結(jie)合設(she)備能(neng)效(xiao)(xiao)水(shui)平和運(yun)行維護情況,評估先進節能(neng)技術裝備推(tui)廣(guang)應用(yong)(yong)潛力。引(yin)導(dao)企業(ye)(ye)實(shi)施電(dian)(dian)機(ji)(ji)等(deng)(deng)重點用(yong)(yong)能(neng)設(she)備更新升級,優(you)(you)先選用(yong)(yong)高效(xiao)(xiao)節能(neng)電(dian)(dian)機(ji)(ji),加快淘汰(tai)不符(fu)合現行國(guo)家(jia)能(neng)效(xiao)(xiao)標(biao)準要(yao)求(qiu)的(de)落(luo)后低效(xiao)(xiao)電(dian)(dian)機(ji)(ji)。鼓勵企業(ye)(ye)對低效(xiao)(xiao)運(yun)行的(de)風機(ji)(ji)、泵、壓縮機(ji)(ji)等(deng)(deng)電(dian)(dian)機(ji)(ji)系統開展匹配(pei)性節能(neng)改造和運(yun)行控制優(you)(you)化(hua)等(deng)(deng)。

7. 加大(da)高(gao)效(xiao)節(jie)能(neng)電(dian)(dian)機(ji)應用(yong)力度。細分負(fu)載特(te)性及不同工況,針(zhen)(zhen)對風機(ji)、水(shui)泵、壓(ya)縮機(ji)、機(ji)床等通用(yong)設(she)備,鼓勵采用(yong) 2 級(ji)能(neng)效(xiao)及以上的(de)電(dian)(dian)動機(ji)。針(zhen)(zhen)對變(bian)(bian)負(fu)荷運行工況,推廣(guang) 2 級(ji)能(neng)效(xiao)及以上的(de) 變(bian)(bian)頻調速(su)永(yong)磁(ci)電(dian)(dian)機(ji)。針(zhen)(zhen)對使(shi)用(yong)變(bian)(bian)速(su)箱(xiang)、耦合器的(de)傳動系統,鼓勵采用(yong)低(di)速(su)直驅和高(gao)速(su)直驅式永(yong)磁(ci)電(dian)(dian)機(ji)。大(da)力發展(zhan)永(yong)磁(ci)外轉子電(dian)(dian)動滾(gun)筒、一(yi)體(ti)式螺桿壓(ya)縮機(ji)等電(dian)(dian)動機(ji)與負(fu)載設(she)備結(jie)構一(yi)體(ti)化設(she)計技(ji)術和產品。

(四)推(tui)進(jin)電機系統智能化、數(shu)字化提升

8.加(jia)快(kuai)推(tui)動(dong)電(dian)(dian)機(ji)(ji)系(xi)統(tong)智能化(hua)。促(cu)進電(dian)(dian)機(ji)(ji)生產制(zhi)造智能化(hua)、自動(dong)化(hua),鼓勵(li)應用自動(dong)嵌線(xian)、繞線(xian)、機(ji)(ji)殼組合(he)銑鉆(zhan)加(jia)工、自動(dong)沖壓、自動(dong)化(hua)裝配、自動(dong)檢(jian)測等設(she)備。推(tui)進電(dian)(dian)機(ji)(ji)產品(pin)(pin)互聯(lian)網統(tong)一標(biao)識和解析技術應用,探索電(dian)(dian)機(ji)(ji)全生命周期(qi)智能化(hua)跟蹤管(guan)理。開展電(dian)(dian)機(ji)(ji)系(xi)統(tong)能效優化(hua)模型(xing)和智能算(suan)法研(yan)究,完善電(dian)(dian)機(ji)(ji)故(gu)障診斷機(ji)(ji)理模型(xing)。加(jia)快(kuai)應用電(dian)(dian)機(ji)(ji)智能感知(zhi)器(qi)系(xi)列產品(pin)(pin)、多傳(chuan)感器(qi)數據融合(he)技術等,推(tui)進電(dian)(dian)機(ji)(ji)系(xi)統(tong)運行數據采集、計算(suan)、存儲(chu)、通訊一體化(hua)。

9.協(xie)同推進電(dian)機(ji)系(xi)(xi)統數字化(hua)。鼓勵搭建數字化(hua)協(xie)同制造平臺,推動生(sheng)(sheng)產計劃(hua)、工(gong)藝技(ji)術、物(wu)料配送、設備監控(kong)(kong)與維護(hu)、質量(liang)管(guan)(guan)(guan)控(kong)(kong)、物(wu)流跟(gen)蹤等(deng)系(xi)(xi)統間(jian)數據(ju)(ju)高效交互,集(ji)中管(guan)(guan)(guan)控(kong)(kong)工(gong)藝制造和生(sheng)(sheng)產管(guan)(guan)(guan)控(kong)(kong)數據(ju)(ju)。推動電(dian)機(ji)產品研發設計、生(sheng)(sheng)產制造、企業(ye)運維等(deng)產業(ye)鏈各(ge)環節數據(ju)(ju)監測和信息共享,鼓勵電(dian)機(ji)系(xi)(xi)統設備上云。

三、保障措施

(一)加(jia)強組織(zhi)實(shi)(shi)施。省級工(gong)業(ye)和信息(xi)化、市(shi)場監(jian)管部門依據本(ben)(ben)計(ji)(ji)劃,結(jie)合實(shi)(shi)際提(ti)出(chu)工(gong)作(zuo)措施,加(jia)強指導(dao)和服務。充分利用節(jie)能減排等現有資金渠道,對(dui)電機能效(xiao)提(ti)升重點項(xiang)目(mu)給予(yu)支持。鼓勵(li)有關(guan)行業(ye)協會、企(qi)(qi)業(ye)按照本(ben)(ben)計(ji)(ji)劃確定的(de)目(mu)標(biao)任務,結(jie)合本(ben)(ben)領域、本(ben)(ben)企(qi)(qi)業(ye)實(shi)(shi)際,制(zhi)定專項(xiang)工(gong)作(zuo)方(fang)案,統(tong)籌推進計(ji)(ji)劃落(luo)實(shi)(shi)。

(二)嚴格(ge)監(jian)督管(guan)理。嚴格(ge)執(zhi)行《電(dian)(dian)動機(ji)能(neng)效(xiao)(xiao)限(xian)定值(zhi)及(ji)能(neng)效(xiao)(xiao) 等(deng)級》(GB 18613-2020)等(deng)國家能(neng)效(xiao)(xiao)標準(zhun),加(jia)強(qiang)能(neng)效(xiao)(xiao)標識(shi)符合性檢(jian)查,嚴禁購買、使用(yong)和生(sheng)產國家明令淘(tao)汰的(de)電(dian)(dian)機(ji)產品(pin)。組織(zhi)實施工業(ye)專項(xiang)節能(neng)監(jian)察,對(dui)電(dian)(dian)機(ji)用(yong)戶開(kai)展能(neng)效(xiao)(xiao)監(jian)管(guan),會同有關部門依法(fa)督促(cu)企(qi)業(ye)淘(tao)汰達不到強(qiang)制性能(neng)效(xiao)(xiao)標準(zhun)限(xian)定值(zhi)的(de)電(dian)(dian)機(ji)產品(pin)。

(三(san))強化(hua)節(jie)(jie)能服務(wu)。大力發揮(hui)工業(ye)節(jie)(jie)能與綠(lv)色發展評價中(zhong)心、綠(lv)色制造系統解決(jue)方案供應商等(deng)作用,積(ji)極開展電(dian)(dian)機系統專項節(jie)(jie)能診斷,提出節(jie)(jie)能改(gai)造建議(yi)。積(ji)極培育第三(san)方節(jie)(jie)能服務(wu)機構,發展綜(zong)合能源服務(wu)、合同(tong)能源管理等(deng)市場化(hua)模式,推進電(dian)(dian)機節(jie)(jie)能提效改(gai)造,推行電(dian)(dian)機節(jie)(jie)能認(ren)證,加大節(jie)(jie)能電(dian)(dian)機產品供給。

(四)積極(ji)宣傳(chuan)引導。充(chong)分利用綠(lv)色制造公共服務(wu)(wu)平臺(tai)、節能(neng)(neng)宣傳(chuan)周等(deng)渠道(dao),進(jin)一步加(jia)大高效(xiao)(xiao)節能(neng)(neng)電(dian)(dian)機宣傳(chuan)推廣力度(du)。組織有(you)關行(xing)業(ye)協會、研(yan)究機構(gou)等(deng)在(zai)“節能(neng)(neng)服務(wu)(wu)進(jin)企業(ye)”活(huo)動框架下,開展(zhan)高效(xiao)(xiao)節能(neng)(neng)電(dian)(dian)機進(jin)企業(ye)系(xi)列活(huo)動,統(tong)籌實施(shi)技(ji)術交(jiao)流、業(ye)務(wu)(wu)培訓、標(biao)準宣貫(guan)和(he)供需對(dui)接等(deng)。積極(ji)開展(zhan)電(dian)(dian)機能(neng)(neng)效(xiao)(xiao)標(biao)準對(dui)標(biao)及互認、電(dian)(dian)機系(xi)統(tong)先進(jin)技(ji)術、電(dian)(dian)機高效(xiao)(xiao)再制造等(deng)領(ling)域國際交(jiao)流與合(he)作(zuo)。
