Ministry of Industry and Information Technology and the General Administration of Market Supervision issued the "Motor Energy Efficiency Improvement Plan (2021-2023)

The Ministry of Industry and Information Technology (MIIT) and the General Administration of Market Regulation (GAMR) have recently jointly issued the "Motor Energy Efficiency Improvement Plan (2021-2023)". The Plan proposes that by 2023, the annual output of energy-efficient motors will reach 170 million kilowatts, with the proportion of in-service energy-efficient motors reaching more than 20%, achieving annual electricity savings of 49 billion kilowatt-hours, equivalent to annual savings of 15 million tons of standard coal and carbon dioxide emission reduction of 28 million tons. 為貫徹落實《中華人民共和國節(jie)約能(neng)(neng)源(yuan)法》,深入實施《工業節(jie)能(neng)(neng)管(guan)理辦法》(工業和信(xin)息化部令第 33 號),嚴格執行《電動機(ji)能(neng)(neng)效(xiao)限定值(zhi)及能(neng)(neng)效(xiao)等(deng)級》等(deng)國家標(biao)準,進一步強化重(zhong)點用能(neng)(neng)設備節(jie)能(neng)(neng)管(guan)理,加(jia)快高效(xiao)節(jie)能(neng)(neng)電機(ji)推(tui)廣應用,持續提(ti)高能(neng)(neng)源(yuan)資源(yuan)利用效(xiao)率,推(tui)動工業綠色高質(zhi)量發展,助力實現碳達峰碳中和目(mu)標(biao),制定本計劃。

一、總體要求

(一)指導思想

以習近(jin)平(ping)新(xin)時代中國特色社會(hui)主義思想為指導,全面貫(guan)徹黨的十九大(da)和(he)(he)(he)十九屆二中、三中、四中、五中全會(hui)精神,立足新(xin)發展(zhan)階(jie)段,完整、準確、全面貫(guan)徹新(xin)發展(zhan)理念,構建新(xin)發展(zhan)格局,堅(jian)持節(jie)能(neng)優(you)先,以電機(ji)系統生產(chan)制造、技術創新(xin)、推廣應(ying)用(yong)和(he)(he)(he)產(chan)業服務為重(zhong)點(dian)(dian)方向,積(ji)極實施節(jie)能(neng)改造升級和(he)(he)(he)能(neng)量(liang)系統優(you)化(hua),不斷提升電機(ji)系統能(neng)效(xiao),支撐重(zhong)點(dian)(dian)行業和(he)(he)(he)領域節(jie)能(neng)提效(xiao),助力實現碳達峰(feng)碳中和(he)(he)(he)目標。

(二)主要目標

到(dao) 2023 年,高(gao)效(xiao)節(jie)(jie)能(neng)電機(ji)(ji)年產量(liang)達到(dao) 1.7 億千瓦,在役高(gao)效(xiao)節(jie)(jie)能(neng)電機(ji)(ji)占比(bi)達到(dao) 20%以上,實現年節(jie)(jie)電量(liang) 490 億千瓦時,相當于(yu)年節(jie)(jie)約標準煤 1500 萬噸(dun),減排二(er)氧化(hua)碳 2800 萬噸(dun)。推廣應用一批(pi)關鍵核心(xin)材料(liao)、部件(jian)和工藝技術裝備,形成一批(pi)骨干優勢制造企業,促進電機(ji)(ji)產業高(gao)質量(liang)發展。

二、重點任務

(一(yi))擴大(da)高效節能電機綠(lv)色(se)供給

1. 加快(kuai)提升綠色(se)(se)設(she)計能(neng)(neng)力。積極推進電(dian)機系統全生命(ming)周(zhou)期綠色(se)(se)設(she)計,鼓勵通(tong)過電(dian)機性能(neng)(neng)優(you)化、鐵芯高效化、機殼輕量化等系統化創新(xin)設(she)計,綜合(he)提升電(dian)機產品能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)利用效率。優(you)化風(feng)(feng)機、水泵(beng)葉輪尺寸和線型,大力發(fa)展(zhan)與高效節能(neng)(neng)電(dian)機合(he)理匹配的新(xin)一代風(feng)(feng)機、水泵(beng)產品。

2. 大力(li)推動基(ji)礎材(cai)料(liao)及(ji)零部件綠(lv)色升(sheng)(sheng)級(ji)。加快高(gao)效(xiao)節(jie)(jie)能(neng)電機關鍵配(pei)套材(cai)料(liao)創新升(sheng)(sheng)級(ji),提(ti)升(sheng)(sheng)高(gao)性(xing)能(neng)電磁(ci)線(xian)、高(gao)磁(ci)感(gan)低(di)損耗冷(leng)軋硅鋼片(pian)、輕稀土永磁(ci)、水(shui)性(xing)絕緣漆(qi)及(ji)防(fang)銹漆(qi)、低(di)揮發無溶劑浸漬 漆(qi)等(deng)材(cai)料(liao)綠(lv)色化水(shui)平。優化升(sheng)(sheng)級(ji)高(gao)效(xiao)節(jie)(jie)能(neng)電機生產(chan)(chan)工(gong)藝裝置和模(mo)具,加快應用消(xiao)失模(mo)鑄造、近凈成形等(deng)技術,提(ti)升(sheng)(sheng)機座、端蓋鑄件等(deng)綠(lv)色生產(chan)(chan)能(neng)力(li)。

3. 持續提高(gao)電機(ji)產(chan)品綠(lv)色制造水(shui)平(ping)。加(jia)快推廣定子正弦繞組、轉(zhuan)(zhuan)子沖(chong)片沖(chong)槽切氣隙、轉(zhuan)(zhuan)子低壓鑄鋁(lv)、轉(zhuan)(zhuan)子閉口槽等(deng)工藝,提升高(gao)效節能(neng)電機(ji)生產(chan)保障能(neng)力。加(jia)快應用(yong)定轉(zhuan)(zhuan)子沖(chong)片級進模高(gao)速沖(chong)、自(zi)動(dong)搖擺沖(chong)、自(zi)動(dong)壓裝、自(zi)動(dong)噴漆(qi)、自(zi)動(dong)繞線(xian)嵌線(xian)等(deng)設備,提升電機(ji)生產(chan)自(zi)動(dong)化水(shui)平(ping)。鼓勵(li)使用(yong)能(neng)源管(guan)理、電能(neng)回饋(kui)式電機(ji)試驗等(deng)能(neng)源計量監控(kong)和優化利用(yong)系統。

(二)拓展高效節能電機(ji)產業鏈

4. 加快推(tui)進電機(ji)系(xi)統(tong)技(ji)(ji)術創新。推(tui)動風機(ji)、泵、壓縮(suo)機(ji)等電機(ji)系(xi)統(tong)節能(neng)技(ji)(ji)術研發,加快應用離心式風機(ji)、水(shui)泵等二(er)次方轉(zhuan)矩特性類負(fu)載與(yu)高(gao)(gao)效節能(neng)電機(ji)匹配技(ji)(ji)術、低速大(da)轉(zhuan)矩直(zhi)驅(qu)技(ji)(ji)術、高(gao)(gao)速直(zhi)驅(qu)技(ji)(ji)術、伺服驅(qu)動技(ji)(ji)術等,提高(gao)(gao)電機(ji)系(xi)統(tong)效率和質量。進一步優化電機(ji)控制算(suan)法與(yu)控制性能(neng),加快突(tu)破永磁電機(ji)效率最優 控制和無位置傳感(gan)器磁阻(zu)電機(ji)參(can)數(shu)精確辯識等技(ji)(ji)術。

5. 積極實施電(dian)(dian)(dian)機(ji)高(gao)效(xiao)(xiao)再(zai)制(zhi)(zhi)造(zao)。推動完善廢舊電(dian)(dian)(dian)機(ji)回收利(li)用體系(xi),鼓勵廢舊電(dian)(dian)(dian)機(ji)回收利(li)用、電(dian)(dian)(dian)機(ji)高(gao)效(xiao)(xiao)再(zai)制(zhi)(zhi)造(zao)與電(dian)(dian)(dian)機(ji)使用企業加強合作,創新電(dian)(dian)(dian)機(ji)高(gao)效(xiao)(xiao)再(zai)制(zhi)(zhi)造(zao)運營模式(shi)。加強再(zai)制(zhi)(zhi)造(zao)電(dian)(dian)(dian)機(ji)與負載匹配技術研究,推進再(zai)制(zhi)(zhi)造(zao)電(dian)(dian)(dian)機(ji)質量控(kong)制(zhi)(zhi)、工藝裝備和檢(jian)測(ce)能力建設(she)。組織開展(zhan)電(dian)(dian)(dian)機(ji)高(gao)效(xiao)(xiao)再(zai)制(zhi)(zhi)造(zao)產品認定,進一步規范(fan)再(zai)制(zhi)(zhi)造(zao)電(dian)(dian)(dian)機(ji)生產,引導再(zai)制(zhi)(zhi)造(zao)電(dian)(dian)(dian)機(ji)產品應(ying)用。

(三)加快高(gao)效節(jie)能電機推廣(guang)應(ying)用(yong)

6. 開展存量電(dian)機(ji)(ji)節(jie)能(neng)改(gai)造。鼓(gu)勵鋼(gang)鐵、有色、石化、化工、 建(jian)材(cai)、紡織(zhi)等重點工業行業開展用(yong)(yong)能(neng)設備(bei)節(jie)能(neng)診斷,結合設備(bei)能(neng)效(xiao)(xiao)(xiao)水(shui)平和運行維護(hu)情(qing)況,評估先(xian)進節(jie)能(neng)技術裝(zhuang)備(bei)推(tui)廣應用(yong)(yong)潛力(li)。引(yin)導企業實施電(dian)機(ji)(ji)等重點用(yong)(yong)能(neng)設備(bei)更(geng)新升(sheng)級(ji),優先(xian)選用(yong)(yong)高效(xiao)(xiao)(xiao)節(jie)能(neng)電(dian)機(ji)(ji),加快淘汰不符合現行國家能(neng)效(xiao)(xiao)(xiao)標準要(yao)求的(de)落后低效(xiao)(xiao)(xiao)電(dian)機(ji)(ji)。鼓(gu)勵企業對低效(xiao)(xiao)(xiao)運行的(de)風機(ji)(ji)、泵、壓縮機(ji)(ji)等電(dian)機(ji)(ji)系統開展匹配(pei)性(xing)節(jie)能(neng)改(gai)造和運行控制優化等。

7. 加大高(gao)(gao)效節能(neng)電(dian)(dian)(dian)(dian)機(ji)(ji)應用(yong)(yong)力(li)度。細分負(fu)載(zai)特(te)性及(ji)不同(tong)工(gong)況,針對風機(ji)(ji)、水(shui)泵、壓縮機(ji)(ji)、機(ji)(ji)床(chuang)等通用(yong)(yong)設(she)備(bei),鼓勵采用(yong)(yong) 2 級能(neng)效及(ji)以上的(de)電(dian)(dian)(dian)(dian)動(dong)機(ji)(ji)。針對變(bian)負(fu)荷運行工(gong)況,推廣 2 級能(neng)效及(ji)以上的(de) 變(bian)頻調速(su)永(yong)(yong)磁電(dian)(dian)(dian)(dian)機(ji)(ji)。針對使用(yong)(yong)變(bian)速(su)箱、耦(ou)合器的(de)傳動(dong)系統,鼓勵采用(yong)(yong)低(di)速(su)直驅和高(gao)(gao)速(su)直驅式永(yong)(yong)磁電(dian)(dian)(dian)(dian)機(ji)(ji)。大力(li)發展永(yong)(yong)磁外(wai)轉子電(dian)(dian)(dian)(dian)動(dong)滾(gun)筒、一體式螺(luo)桿壓縮機(ji)(ji)等電(dian)(dian)(dian)(dian)動(dong)機(ji)(ji)與負(fu)載(zai)設(she)備(bei)結構一體化設(she)計技術和產品。

(四)推進電機系統智能(neng)化、數(shu)字化提升

8.加快(kuai)推動(dong)電(dian)(dian)機(ji)(ji)(ji)系(xi)統智(zhi)(zhi)能化(hua)(hua)。促進(jin)(jin)電(dian)(dian)機(ji)(ji)(ji)生(sheng)產(chan)制造智(zhi)(zhi)能化(hua)(hua)、自(zi)(zi)動(dong)化(hua)(hua),鼓(gu)勵應(ying)用自(zi)(zi)動(dong)嵌(qian)線、繞(rao)線、機(ji)(ji)(ji)殼組(zu)合銑(xian)鉆加工、自(zi)(zi)動(dong)沖壓、自(zi)(zi)動(dong)化(hua)(hua)裝配、自(zi)(zi)動(dong)檢測等設備。推進(jin)(jin)電(dian)(dian)機(ji)(ji)(ji)產(chan)品互聯網(wang)統一標(biao)識和解析技術應(ying)用,探索電(dian)(dian)機(ji)(ji)(ji)全生(sheng)命(ming)周(zhou)期智(zhi)(zhi)能化(hua)(hua)跟蹤管理。開(kai)展(zhan)電(dian)(dian)機(ji)(ji)(ji)系(xi)統能效優化(hua)(hua)模型和智(zhi)(zhi)能算法(fa)研究,完善電(dian)(dian)機(ji)(ji)(ji)故障診(zhen)斷機(ji)(ji)(ji)理模型。加快(kuai)應(ying)用電(dian)(dian)機(ji)(ji)(ji)智(zhi)(zhi)能感(gan)(gan)知器系(xi)列產(chan)品、多(duo)傳感(gan)(gan)器數據融合技術等,推進(jin)(jin)電(dian)(dian)機(ji)(ji)(ji)系(xi)統運行數據采(cai)集、計算、存儲、通訊一體化(hua)(hua)。

9.協(xie)同(tong)推進(jin)電(dian)機系(xi)統數字化(hua)。鼓勵搭建數字化(hua)協(xie)同(tong)制(zhi)造平臺,推動生產(chan)(chan)計(ji)劃(hua)、工藝技(ji)術、物料配(pei)送(song)、設(she)(she)備監(jian)控(kong)與維護、質量管(guan)(guan)控(kong)、物流跟蹤等系(xi)統間數據(ju)高(gao)效交互,集中管(guan)(guan)控(kong)工藝制(zhi)造和生產(chan)(chan)管(guan)(guan)控(kong)數據(ju)。推動電(dian)機產(chan)(chan)品研發設(she)(she)計(ji)、生產(chan)(chan)制(zhi)造、企業運維等產(chan)(chan)業鏈各環節數據(ju)監(jian)測(ce)和信息共享,鼓勵電(dian)機系(xi)統設(she)(she)備上云。

三、保障措施

(一(yi))加強(qiang)組織實施。省級工(gong)(gong)業(ye)(ye)和信(xin)息化、市(shi)場(chang)監管部門(men)依據本(ben)計(ji)劃,結合實際提出(chu)工(gong)(gong)作措施,加強(qiang)指(zhi)導和服務。充(chong)分(fen)利用節能減(jian)排等現有資金渠道,對電(dian)機能效提升重點項目給予支持。鼓勵(li)有關(guan)行業(ye)(ye)協會、企(qi)業(ye)(ye)按照(zhao)本(ben)計(ji)劃確定的目標任務,結合本(ben)領域、本(ben)企(qi)業(ye)(ye)實際,制定專項工(gong)(gong)作方案,統籌推進(jin)計(ji)劃落實。

(二(er))嚴格(ge)監督管理。嚴格(ge)執行《電(dian)動機(ji)能(neng)(neng)效(xiao)(xiao)限定值及(ji)能(neng)(neng)效(xiao)(xiao) 等(deng)級》(GB 18613-2020)等(deng)國(guo)家能(neng)(neng)效(xiao)(xiao)標(biao)準,加強(qiang)能(neng)(neng)效(xiao)(xiao)標(biao)識符合(he)性檢查,嚴禁(jin)購買、使用(yong)和生產國(guo)家明令淘汰(tai)的(de)電(dian)機(ji)產品(pin)。組織實(shi)施工業專項節能(neng)(neng)監察,對電(dian)機(ji)用(yong)戶(hu)開展能(neng)(neng)效(xiao)(xiao)監管,會同有關(guan)部(bu)門依(yi)法督促企業淘汰(tai)達不(bu)到強(qiang)制性能(neng)(neng)效(xiao)(xiao)標(biao)準限定值的(de)電(dian)機(ji)產品(pin)。

(三)強(qiang)化節能(neng)(neng)(neng)(neng)服務。大力發(fa)揮工業節能(neng)(neng)(neng)(neng)與綠(lv)色發(fa)展評價(jia)中心、綠(lv)色制造(zao)(zao)系(xi)統(tong)解決(jue)方案供(gong)應商(shang)等作用(yong),積(ji)極(ji)(ji)開(kai)展電機(ji)系(xi)統(tong)專項節能(neng)(neng)(neng)(neng)診斷,提(ti)(ti)出節能(neng)(neng)(neng)(neng)改造(zao)(zao)建(jian)議。積(ji)極(ji)(ji)培育(yu)第三方節能(neng)(neng)(neng)(neng)服務機(ji)構,發(fa)展綜(zong)合(he)能(neng)(neng)(neng)(neng)源(yuan)服務、合(he)同(tong)能(neng)(neng)(neng)(neng)源(yuan)管(guan)理等市場化模式,推(tui)進電機(ji)節能(neng)(neng)(neng)(neng)提(ti)(ti)效改造(zao)(zao),推(tui)行電機(ji)節能(neng)(neng)(neng)(neng)認證,加大節能(neng)(neng)(neng)(neng)電機(ji)產品供(gong)給(gei)。

(四)積極(ji)宣(xuan)傳(chuan)引導。充(chong)分利用綠色制造公共服務(wu)(wu)平臺、節能宣(xuan)傳(chuan)周等(deng)渠道(dao),進(jin)一步加大高效節能電(dian)機宣(xuan)傳(chuan)推廣力度(du)。組織有關(guan)行(xing)業(ye)協會、研究機構等(deng)在“節能服務(wu)(wu)進(jin)企業(ye)”活(huo)動框架(jia)下,開展(zhan)高效節能電(dian)機進(jin)企業(ye)系(xi)列(lie)活(huo)動,統籌實施(shi)技術交流(liu)、業(ye)務(wu)(wu)培訓(xun)、標(biao)(biao)準宣(xuan)貫和(he)供需對接等(deng)。積極(ji)開展(zhan)電(dian)機能效標(biao)(biao)準對標(biao)(biao)及互(hu)認、電(dian)機系(xi)統先進(jin)技術、電(dian)機高效再制造等(deng)領域國際交流(liu)與(yu)合作(zuo)。
